The Agency

History and Background Information


The Agency is the only official organisation that deals with reincarnates; they are a political organisation and act primarily as an unofficial government for reincarnates all over the world. They command a great amount of respect, and a little bit of fear, with governments all over the world, and there are many doors that can be opened simply by flashing an Agency ID card. They hold their neutrality status as the most sacred thing they have, and breaching it is considered to be a great act of betrayal.

Information on The Agency’s history is difficult to come by as many records either weren’t kept, have been destroyed or simply lost over time. What is known for definite is that a very basic system for finding reincarnates was set up by John Smith in 1410 in England, and in 1511 the Agency was given a Royal Charter and informed that their business was to be secret but important. From that point on the Agency’s history was tied up with British politics, and they were willing to use their people to aide Britain as much as possible, even when their organisation was beginning to go intercontinental.

The Agency’s neutrality status was purely within reincarnate subculture until 1914, when fighting between the two reincarnate factions accidentally started World War One. As a result of these actions, and due to feeling responsible for what the fellow reincarnates had done to the world, the Agency began to slowly sever ties with the British government in order to give as much aid as possible to people effected by the war.

Due to their actions in WWI the Agency was given official permission to work world wide, instead of just in Europe. Regardless of the economic difficulties that the world was facing during the 1930’s, and the rise of fascism in Europe, the Agency began opening offices in every capital city in the world.

In 1934, the Agency building in Berlin is forced to close and Agency workers all across Europe began to relocate German reincarnates to other countries. The movement eventually goes world wide and German reincarnates settle all over the world. However, their efforts were not 100% successful and the remaining reincarnates in Germany were treated as if they were mentally ill and were either killed during the Holocaust, or forcibly sterilised.

The Agency brokered a peace deal between the warring factions, and during WWII the war between the reincarnates halted in order for them to help the war effort. Due to the Axis powers view of reincarnates most allied themselves with the allies, if at all. A year after the war was over; the ceasefire was officially ended when one of the leaders attempted to assassinate the other.

Due to their breaking of natural status during WWII, once the Cold War began the Kremlin was distrustful of the Agency, believing it to be a western organisation that would do nothing but subvert the USSR. As a result, the Kremlin ordered that no Agency building is to open in the Eastern Bloc; this caused many reincarnates to go undetected as well as the current neutral policy where they are no neutral with international politics, national politics and reincarnate politics. In 1985 the USSR reversed this policy, but by then the damage had already been done.

In terms of the reincarnation war, the Agency’s position has always been clear. They are a neutral position between the two. They broker peace deals, they attempt to negotiate between the two sides and they offer safety to anyone who seeks it, regardless of their affiliation. This has lead to them being both respected and hated by the two sides and they have been a target and have lost people. They have a war time policy that’s similar to the UN’s. If you shoot directly at them, they will shoot back regardless of what side you’re on.

Unofficially, many Agency staff are reachable at all times. Caretaker’s have a mobile/cell phone that’s supplied to them by the Agency that they can be reached at 24/7 in case of emergencies.

Director of the Agency and Staff


The Director of the Agency is the appointed head of the Agency. They act as both a figurehead and a driving force for the Agency. It is the Director’s responsibilities to not only guide the Agency, but to liaise with governments all over the world and act as a diplomat between the Agency and other organisations, both governmental and non-governmental.

Political Department


The political department of the Agency is directly overseen by the Director of the Agency. The department liaises with world governments, international organisations and world military forces. They’re the department that commands respect, and most governmental organisations dread a phone call from this office because it usually means that they’re about to be bullied into something.

As well as dealing with world governments, they are incredibly skilled negotiators. They are responsible for all of the peace treaties over the years, and they have a reputation for getting things done.

They have four sub-departments; The National Political Department, which deal with the Agency on a national level, The International Political Department, which is a department based only in the London HQ and deals with the Agency on an international level, the Military Department, which liaises with the non-reincarnate military force, and The Diplomatic Department, which deals with diplomatic efforts between reincarnate factions.

War Relations Department


The War Relations Department oversees the Agency’s war time protocols, which are put in place to keep Agency staff safe and to ensure that the Agency can continue its work. They work with other departments in order to protect reincarnates that have no desire to be involved with the war.

During a state of war time, they are directly overseen by the Director of the Agency, and become the head department in the Agency and their declarations must be followed to the letter otherwise it’s a fireable offence.

Part of the War Relations Department are liaisons with important organisations. Both CORE and Camelot get their own specific liaison along with any other organisation that might rise to prominence during the conflict.

The liaison is usually a trusted member of Agency staff who already has a contact within either organisation. It's their job to communicate, coordinate and negotiate with their respective organisation. Although the Agency doesn't work directly with CORE or Camelot, they do attempt to work with them in order to protect reincarnates and to bring about peace treaties.

As well as keeping a dialogue open between the Agency and the respective organisation, the liaison also reports back to the Agency on the organisations status, offering intelligence and tactical information. They also offer a chance for face-to-face coordination and negotiation.

Department of Caretakers


The Department of Caretakers employees more people than any other department within the Agency, and it’s the only department to feature in every Agency building world wide. The department is broken up geographically into several sub departments in order to make the management of the department more manageable, although Caretakers often get sent all over the world and just have to remember to file the paperwork with the correct department.

It’s the Caretaker’s job to inform new reincarnates of what’s happening to them, set them up with an online account to help them get in touch with other reincarnates, and to also guide them through any problems they might have. With some reincarnates the job can be difficult and time consuming and with others it can be easy.

Caretaker’s are initially assigned to contact a reincarnate, but after initial contact they’re often left to help whoever needs it as there are many reincarnates that don’t need help adjusting to their situation as much as others.

All Caretaker’s are trained in hand to hand combat and are allowed to carry a firearm, however many don’t. They are also trained in counselling, languages and have a first aide qualification.

During official wartime, all Caretaker’s must carry a firearm (either magical, which stuns the person and stops any powers the reincarnate may have or a standard gun) whilst in the field.

Security Department


The Security Department is not just responsible for the security of the Agency buildings, but also the security of reincarnates all over the world. The Security department is the closest thing the Agency and the reincarnates have to a police force, although it adamantly isn’t a law enforcement agency. They liaise with law enforcement and prosecution world wide, and often get called in to investigate and deal with crimes involving reincarnates.

The Security department deals with Agency security issues, and they often investigate breaches of conduct, foul play and problems within departments that need to be investigated. They have a small amount of cells that are often used for reincarnates that need magical containment and the Agency has a small prison on an Island off the coast of Scotland that contains reincarnate prisoners that have been sentenced by a court of law. The Agency never sends prisoners to the prison themselves.

Members of the security department are often Caretakers specialised in security affairs.

Magical Department and Sub-Departments


The magical department is probably the most important department within the Agency. It’s responsible for the Reincarnation Location Sub-Department, which uses a fusion of magic and technology in order to locate new reincarnates. They’re also responsible for the technology involved in the Magical Transportation Network, which links reincarnates and Agency offices all over the world. They have strong ties to the Research and Development Department, and the Department of Special Projects.

Research and Development Department


The R&D Department have very close ties to both the Magical Department and to Special Projects. They focus on applying magic, future technology that they acquire due to reincarnates from the future of alternate worlds, and science in order to create new technologies that make the lives of Agency staff and reincarnates easier.

They are responsible for the creation of the Magical Transportation Network, and the Agency stun guns that incapacitate the reincarnate’s powers and stun them.

Current projects include a reincarnate dampener, to lessen the effect and control that the reincarnate has over an individual, and a constant ongoing research project into why reincarnates exist.

Special Projects Department


Special Projects is a department that not many people know anything about. There are strong ties with the magical and research departments but there isn’t a lot of public information on what the projects actually are. There isn’t even a lot of information within the Agency, just that most of the people that work in Special Projects are a little bit strange.

Object retrieval and Storage Department.


Objects that are tied closely to reincarnates have been showing up for just as long as the Agency has been operational. This department deals with the cataloguing and storage of these objects before they are collected. When collecting an item you will need to provide proof of ownership. There are usually only one or two objects per reincarnate.

Transportation Department


This Department controls the Magical Transportation Network. There is an MTN hub in every Agency office and there are several dotted around major cities world wide. You need a photographic ID when you travel, and your name is logged every time you go through one. The technology is a mixture of Star Trek’s beaming technology and Harry Potter’s portkey magic.

Records and Archives Department


This department deals with historical records regarding the Agency and reincarnates. It’s also where all the paperwork eventually ends up. They’re currently working with the R&D Department, and the Magical Department in order to figure out why reincarnations happen.

Public Relations and Media Department


The Public Relations and Media Department are responsible for the public face of the Agency, and their primary responsibility is dealing with perception problems. They also have links with all major media organisations and often use their influence to cover up the reincarnate war or to have it labelled simply as terrorist activity.

They also run media services, a TV station and a radio station in a similar way in which the journal system is run. They run it but allow people to mostly do whatever they want with them. This is often used by both sides, and the agency, to publish various forms of propaganda during war time.

The IT Department deal with internal IT problems and also run the journaling system, which connects reincarnates all over the world. During war time they’re responsible for setting up filters between the two sides and updating them as divisions appear.

Legal Services


Legal services is available to reincarnates that get into legal trouble that cannot be smoothed over by the Security Department. They specialise in many different kinds of law and they often have a department in every country where there’s an Agency office. They don’t just deal with criminal cases, but any civil cases that might also come about due to a persons reincarnation status.

Medical Department


There is a small medical clinic in the Agency’s Headquarters that is equipped to deal with emergency medical problems that come about as a direct result of reincarnation. They also have an excellent psychiatry department that specialises in helping reincarnates adjust to their situation if they need the help.

The Training Department is responsible for the continued training of all Agency staff. They train Agency staff members in everything they need in order to perform their jobs professionally, and they also give training to new members of staff or to existing members of staff that wish to change departments.

Internal Affairs Department


The Internal Affairs Department is a catch all department for departments that are responsible for the inner workings of the Agency. It’s made up of six sub departments that are vital if the Agency is going to continue running smoothly.

They are: Accounting Department: Deals with the budget, expenses and everything related to money.
Administration Department: Deals with allocating admin staff throughout all departments and assigning PA’s to Directors.
Catering Department: As well as catering the Agency’s official functions they run the canteens, staff rooms and café’s in all Agency buildings.
Complaints Department: Deal with internal and external complaints. Agency staff are usually sent to work here as a punishment.
Sanitation Department: Cleaners, and maintenance staff.

- Good level of IT knowledge.
- Ability to pass language and numerical tests.

- Psychological test in order to check for assimilation, and for the ability to be neutral.
- Complete assimilation with the reincarnate.

Hours

- 38 hours per week.
- 1 hour lunch break.
- Hours can be flexible upon request, but are usually 8:00am – 6:00pm

Medium Level


Academic

- Undergraduate degree, (BA/BSC etc). Or five years working at the Agency in a low level position.
- Good level of IT knowledge.
- Ability to pass language and numerical tests.
- A working knowledge of at least one foreign language. They do not need to be fluent, but they must know several key phrases.

Experience

- When joining a specialised department; security, legal, medical, political, magical, IT, and PR/Media, at a medium entry level they will need a relevant qualification or at least two years experience in their chosen field.

Admission

- Background check.
- Medical check.
- Fitness check
- Psychological test for assimilation, neutrality, ability to deal with stress as well as to see how dedicated they would be.
- Complete assimilation with the reincarnate.

Hours

- 38 hours per week.
- 1 hour lunch break.
- Hours can be flexible upon request, but are usually 8:00am – 6:00pm
- Overtime available, especially for Caretakers.

Top Level


Academic

- Undergraduate degree, (BA/BSC etc), or at least five years working at the Agency in a medium level position.
- Good level of IT knowledge.
- Ability to pass language and numerical tests.
- A working knowledge of at least one foreign language.

Experience

- When joining a specialised department; security, legal, medical, political, magical, IT, and PR/Media, at a medium entry level they will need a relevant qualification or at least two years experience.
- At least five years working within the Agency department they’re being promoted within.

Admission

- Background check.
- Medical check.
- Fitness check
- Psychological test for assimilation, neutrality, ability to deal with stress as well as to see how dedicated they would be.
- Complete assimilation with the reincarnate. [This is needed across all levels].

War Time Protocols


- The War Relations Department becomes the head department in the Agency. They get the ability to issue orders that effect every department and become the direct overseers of all departments.
- All Caretakers must carry a firearm while in the field, either a magically infused stun gun or a standard fire arm. The choice to use it is always up to the Caretaker, but not carrying one will result in a three day suspension without pay.
- All Agency Staff must carry their Agency ID with them at all times, even when they’re not working.
- All new reincarnates must be warned about the ongoing war. When in peace time this is optional.
- Neutrality becomes paramount. Those with friends high up within either side become closely watched, in case they hand over information or break neutrality. Doing so results in an instant dismissal.
- All Agency E-Mails are reviewed by Security staff for breaches of conduct.
- Personnel files of Reincarnates involved in either side of the war become classified and can only be viewed by Directors or those with permission.
- All Directors of any level can lockdown the Agency building they're currently in.

Lockdowns


During war time any Director can lockdown, or crash, the building they're in, and those who have international dealings or are the heads of senior departments can lockdown several Agency buildings at once.

Lockdown's are usually authorised due to an attack on the Agency, but drills occur at least once a year and usually without warning. In order to authorise a lockdown a Director must give the instruction to crash the building, followed by a personal authorisation code.

During a lockdown the following things happen:

- All doors, windows and exits to the building get locked.
- A lot of internal doors get locked, preventing people from moving about too much.
- The power runs off a backup generator.
- All internal ventilation gets turned off. No air con or fans.
- Security personnel get posted on every floor.
- All lifts/elevators return to the ground floor and will not be useable until the lockdown ends.
- Staff and visitors are not permitted to move between floors, but they can communicate via the journals.
